North Orange Promise Program

The Promise Program provides 2 years of free tuition to first-time college students. We want to help students with the cost of college by covering the enrollment and health fees through the North Orange Promise Fee Waiver. The program provides wrap around services to first-time and continuing Promise students. There is no income requirement, just to be a first-time college student and a California Resident. Eligibility

To qualify, students must be:

  1. First-time college students
  2. California residents
  3. High School graduate or equivalent
  4. Students enrolled full-time (12= units each semester – 15 unites recommended for 2-year completion)
  5. Students who complete FAFSA or CA Dream Act packet (application & next steps) every year they plan to enroll in classes

Registration Procedures

  1. Submit a Fullerton College application to receive a Banner ID (student ID number)
  2. Complete a financial aid application (FAFSA or CA Dream Act) and next steps if selected for verification
  3. Meet with a Fullerton College counselor before registration and again during the first semester (September & February are the best times!) to complete a comprehensive Student Education Plan (SEPP)
  4. Enroll full-time (12 or more units) in the fall and spring semesters*
  5. Sign the Promise Agreement through MyGateway
